Buyer returned item with missing parts??

I sold an item of clothing and sent it in a canvas bag then wrapped it up which was part of the item however the buyer has returned the clothing but not in the canvas bag thus keeping part of the item? Ebay as usual has just actioned a refund however the buyer hasn't returned the item as a whole??

If your still within 30 days of the case having closed then see if you can appeal the closed decision,see this link, Appeal the outcome of a case as a seller | eBay
