Buyer protection??

I received an ordinary envelope Tracked 48 yesterday it had been torn open and contents missing.

Informed seller and Ebay.

Neither offered to repay or sort the problem, is this how it works?

Look to open a not as described return request and the seller should supply a return label if they want the empty envelope back, and refund you within 3 days of getting it back. https://www.ebay.co.uk/help/buying/returns-refunds/returning-item?id=4041

You need to read how the money back guarantee works and open a case for item not as described.  That's how you use buyer protection.
