Buyer only partially returned item

Hi, I recently sold a wireless gaming mouse with a wireless USB connector. The buyer forced the return via item not as described (even though it was described perfectly) and has now returned the mouse but not the wireless connector. The mouse is useless without the wireless connecter, and the connector itself is valued at £15-20 (the whole listing sold for just under £40).

I have reported the buyer and ebay says that I still should just refund him. The deadline for refund is tomorrow and I assume ebay may force the refund.

What are my options here? This guy has lied and stolen my stuff. Do I have to go to the police, I will if needed as a point of principle. Am I just out £40 here?

Look to refund the buyer , then see if you can appeal the decision if the case closes in the buyers favour, adding to the appeal that the buyer did not return all the goods,as ebay can and will refund the buyer if you don't,and would place a defect on your account!

Best to also block this buyer here,https://www.ebay.co.uk/bmgt/BuyerBlock?
