Buyer offer auto declined

I have a Buy Now item for sale or make offer . A buyer has messaged that it keeps getting declined. It is lower than my minimum however I have changed this to the amount offered. Still auto declined and buyer  has been informed that he only has one more chance of making offer. How can I get the offer and accept

One way round this is for you to revise the Buy it Now Price to the offer price,  for your buyer to press that BIN button rather than send in another offer.

If their previous offers have been declined,  you should be able to revise that BIN price.

Offers are a mess since the introduction of the Buyers Protection Fee.

I was looking at an item yesterday that I have set to accept offers of £16.

An offer of £16 had been declined and there is no way to identify the interested buyer.

I assume they needed to actually offer £16 + BPF for the offer to be accepted so, they needed to offer £17.36.

As advised, reduce the price, bult allow for the BPF.
