Buyer never collected item after paying.

Buyer never collected an item which was clearly marked as collect only.

They paid for the item but 4 weeks later they have not collected. It's a large item needed a van and I think they underestimated their ability to arrange collection. Can I resell it.

You must cancel the first sale which will refund buyer but first suggest you send a message saying that unless collected by say next Thursday  8th ( you decide date this is just a suggestion) you will cancel and refund. Once refunded you can relist.

If no response you can use the reason ‘buyers request’ for cancellation.

If it's still within 30 days of sale you can issue a cancellation.  Go to the dropdown arrow alongside the item on your orders page > Cancel order > Issue with buyer's delivery address, which is the nearest one to this situation as it's possible they are too far away to collect easily.    If they've paid the refund will be issued in the process.   Then you can relist.

Have you messaged your buyer? What did they say? 

You say it's 4 weeks since the sale. Is it under 30 days? If so you can cancel. After 30 days it's too late to cancel so you should just refund them as obviously you can't keep the item and the money.

 

Add them to your blocked list and relist the item.
