Buyer in breach of my returns policy, ebay giving them more time??

I sold a tool on the 13 Jan, it was delivered to the buyer the next day.  He said it was 'working perfectly' but the item had sustained cosmetic damage during delivery, so he asked me to transfer him £70 to make up for it.  Red flag.  Then after a week he said he was deciding to return it and 3 days after that he initiated the return.  

 

My returns policy was 14 days and even then, he can't return it in used condition (I know he used it because he said it was working perfectly and kept it for ten days to finish his DIY project most likely).  But he has now exceeded the allowed time to return the item.  But my funds are on hold and ebay says he has 15 business days from the day he requested the return...?  But that isn't what I agreed to?  

 

It is completely impossible to get an actual human to intervene here.  Any suggestions?

If the buyer has opened an item damaged or not as described then the user has 30 days with the eBay mbg. Your 14 days return policy is for remourse returns only.

 

it is best to accept the return so you get the item back before refunding.
