Buyer in Italy will not accept delivery

I have sold an item to a buyer in Italy on 5th December via ebay global shipping. According to tracking the courier has tried to deliver to him thirteen times and counting and left two notes. He has now issued a refund request saying he does not know who has the parcel. The carrier tracking number is for Pitney Bowes but is that an actual courier company or just a sort of tracking system? The tracking number does not work for big delivery companies such as Fedex and UPS. I note that the buyer is a very recent member and has only one feedback. After I dispatched the parcel he messaged me saying that his intercom is broken and can I tell the Italian postal services all about it please. Should I just refund and block this person to be rid of him or refuse to refund as the parcel is not lost and his broken intercom is not my fault? In fact should I just block Italy as there seems to be many problems with their postal services?

Your responsibility for this ended with your proof of delivery to the UK GSP hub, but you will need to make sure that ebay CS know this.  This may involve telling them 'in person' rather than just a note in the case.  Your tracking to the hub also needs to be in the case.

 

They will still put your funds on hold but should cover the refund, if any, themselves.

 

Many sellers won't sell to Italy.
