Hello, The buyer is using the product incorrectly and tells me that it is defective, it is a standard cape for a haircut, in the photo he says that the product is not defective and the fasteners are sewn on as they should be, he showed how he attaches it to the neck, but he does it completely incorrectly. I sent him a photo of how to do it, but he replied that this product is not for him but for someone else and insists on a return. I will gladly accept the return, but I do not want it to affect my efficiency and it is unfair to accuse me of a defective product and force me to pay for return shipping. Help with solving the issue

I live in Ukraine, can I pay for a return postage label from the UK?

You need to first log out of this UK site, and log into www.ebay.com to continue.
If the buyer has opened a case and you cannot issue the correct postage label for the return ( is it worth the return? You could just refund through the case details with no return), you may need to contact eBay Customer Services for help issuing the correct label.
Contact eBay Customer Services this way, through their help pages.

I'd accept the return, you have no option if the buyer is claiming that the item isn't as described.
I see that you're in Ukraine, so it may not be worth paying for the cost of the return, you may want to issue a straight refund.
I would add that buyer to your Blocked Buyers list though, you don't want to deal with them again:
