Hi,
I sold an item on eBay, I was unsure of the address. I asked the buyer to confirm address, the buyer did not reply. The buyer asked eBay to step in that the item has not been received.
I then told the buyer I had sent several messages asking the buyer to confirm that the address was correct.
The buyer said the address was correct and asked me to send the parcel. I did and updated the tracking on the request. In a funny way I accidentally omitted a digit in the tracking number.
The buyer received the goods, did not complain to eBay but eBay did a refund to the buyer. I have asked eBay to step in, I was told to send a message to the buyer to refund the money to me.
The buyer has refused to respond, the buyer has the product and has the money. Please advice, what can I do?
Is a chargeback advisable?

You can't do a chargeback, only buyers can do that, and ebay won't reverse the buyer's refund either.
The buyer must have asked ebay to step in in order to get a refund.
You are left trying to negotiate with the buyer.
In future, if unsure of the address you should cancel.

There are many scenarios which can lead to a buyer receiving a refund as well as the item.
Whatever the circumstances, eBay does nothing to support the seller if the buyer keeps both. Unfortunately there are always buyers who will exploit any opportunity to get something for nothing. eBay sometimes doesn't seem to care about buyer on seller dishonesty.

As a business seller you can put the loss against your tax returns.
