Buyer hacked my account and put the money on hold how do I refund him for it

I don't want to do business with him I just want to refund him but it says he has collected it but because I have not received money I still have it in my possession I just want to give his money back

Your buyer didn't hack your account and put the payment on hold - eBay hold payments for new sellers.

However, if you really want to cancel this order then do so by selecting the 'out of stock' reason:
