Buyer can’t pay for item due to location which is global shipping program

Good evening, can anyone help. A buyer can’t pay for an item due to eBay telling them I won’t ship to that location which is on the global shipping program. The global shipping program is also enabled on the listing.

I checked your item, none seem to be in GSP. 

It says contact seller for postage cost.

You need to send an invoice including shipping costs, that is only way a buyer can pay.

That’s strange as my end they all have it enabled on my app ?
