If you mean combining postage when buyer buys more thsn one item, just click on SEND PAYMENT detsils for any one item and all come up on invoice and you just edit postage, preview before sending.
Should a buyer pay and there is need to refund excess postage, then you just make a partial refund, ebay refunds the fee on the amount refunded so you and buyer are no worse off.
