You haven't used your account for a long time have you registered for eBay's Managed Payments? If not this is why you cannot use your account.
You need to provide eBay with details of a bank account and have this account verified. The usual method here, is for eBay to send 2 micro deposits into that nominated bank account for you to receive, and confirm to eBay.
Once this is completed, you will be able to list items for sale, and receive payouts from those sales.
This will show you how to register for eBay's Managed Payments.

If there is an issue with the registration contact eBay Customer Services, who have full access to your account, and can see where the issue lies and explain the steps you now need to take.
Contact them this way.
This is the easiest and quickest way to contact eBay Customer Services, for a Call Back option.

Ebay is not for everyone and nobody HAS to sell on Ebay.
If you really don't want to sell on the site, you can close your account, donate your items to charity and avoid the stress you are being caused.

You could just leave your account open and not use it, just in case you do want to come back to it to buy/sell at a future point, but if you do want to close it completely there's a button on this eBay guidance page you can use to start your account closure:
