Why would the underbidder pay? Sorry that doesn't make sense. It's always been the highest bidder.

Up till now I used to pay the previous bid amount.( plus P+P) I discovered that my high bid amount was now the selling price. Rather an unpleasant surprise.

So your maximum bid amount was the winning bid. That is going to happen sometimes.

No, you didn't. The winning bid is and always was one bid increment above the previous bid. (But sometimes with rather complicated variations depending upon the timing of bids.)
P+P doesn't come into it. However bidding can now sometimes be affected by the buyer protection fee.
