The above is a screenshot of an accepted offer. The prices are plain to see in £GBP. The offer was made in $US and whatever Ebay do regarding exchange rates isn't mentioned. So, in my mind, this is the legally binding figure that has been accepted and represents a good part of the contract. A contract that Ebay are fond of telling us is 'Legally binding'. That comes to a total of £30.04 which the seller has accepted. My question is, should Ebay be allowed to then cause an increase in my final payment to the seller at a higher cost which then disadvantages me in the contract?
I would like to state clearly and plainly here that, 'This is in no way the responsibilty of the seller who has actively tried with me to resolve this issue'. I think the seller is as confused as I am as to why this is happening. There are other problems within the bid offer system that is stopping us from resolving this too. Offers automatically rejecting, even suggested ways of making new offers by the seller just get bounced. They even tried doing a new 10% discount code but that doesn't work.

As you are importing the item there's VAT to pay.

Can people not read ? The accepted offer shows the following
Item £15.60
VAT £3.12
P&P £11.32
Now, if you add that up it comes to a total of £30.04. That is the offer and that is the price I should pay as it was accepted. How is it that I appear to be the only person that can see this? Where does the extra VAT come in that increases the price?Should it read + Vat on VAT of £3.12? Nope. Sorry if I answered rather rudely and blunt but I am sick of going round in circles with Ebay over this and then I get the Oh there's VAT to add as it's in the EU and we aren't. Do we pay EU VAT and UK VAT? I've not come across that before? So, please explain how there is extra VAT that you all keep saying there is to pay. I really look forward to having this explained because I don't think you can when the VAT is there to see and the total figure adds up to what I offered and the seller accepted. But Ebay keeps on bumping the price above £30.40 and have tried to say it's because the seller works in $US and it's the exchange rate. The exchange rate was already applied, by Ebay and I made my offer in $US which came out at £30.04. Any explanation anyone?

I've inserted, (if it works) the four statements that make this the contract of sale and what is in effect the whole offer -
The statement that my counter offer of £15.60 is accepted.
My offer was originally made in the sellers requested $US. The £GBP figure is Ebays conversion rate not mine.
The VAT figure as provided by Ebay in £GBP for the purchase price agreed by the seller and I.
The cost of postage provided by Ebay in £GBP for the item to be sent.
Again, how does saying VAT needs to be added when it already has, explain why the price agreed here increases?

Seller is registered in Bulgaria, you are buying and are an importer, ebay is therefore required to collect VAT.
If over £135, which of course it is not, before delivery you would be required to pay import duty.

Your screenshot states the £ price is converted from $ meaning you are importing it and have VAT to pay.

It also says £3.12 VAT will apply so what are you going on about?????????? The VAT is there in black and white and is included in the total shown of £30.04GBP! Why can you not grasp the simple principle that if VAT is apllied already then the total shouldn't go up because the VAT has increased for no reason? I GIVE UP! YES VAT is payable, it is already added so NO there is no further VAT to add! Sorry but you are another one to the list that just spouts doctrine as dogma. I'm importing so VAT is payable, Yes and there it is in black and white at the rate of £3.12 so 'How does it still increase in price'? Oh, I know, Vat is payable 😡 Sorry but I am sick of going round in circles answering the same old comment.

It doesn't matter how much. It is more than the total agreed and accepted by the seller and quoted in the acceptance notice. It might as well be a penny as a pound or £100. The principle of making a bid or offer is to offer a price you wish to pay and the seller either agrees and you pay that price or he says no, end of. Not I agree to £30.00 and then charge £33.00. If you sell would you do that? Or if you were buying, would you pay that? Especially when the £30.00 was broken down already to show the purchase, VAT and Postage elements separately? I don't think so. You would raise a dispute. Unfortunately, I can't do that because it seems the seller isn't responsible and has tried to go through with the sale but nothing he or I do seems to work. He even sent me a new discount code but that didn't work either. I tried Customer service but got, Oh it's the exchange rate and then Oh it's the VAT until I pointed out the VAT was there in black and white, the cost was there in black and white and the postage which when added up came to £30.04. But sure as Hell is Hell, everytime I went to pay, the price increased.

Ok. I guess this is a waste of time. I've found out that Ebay is governed by the Financial Ombudsman so I have tried and failed to get this resolved and put in a complaint to Ebay. I guess this will be the last post on this subject on here, I don't think anything useful will come from posting anymore info. I thought I might have reached someone at Ebay who could understand the basic principle of an offer with all costs laid out in black and white and accepted would realise that constructs a legal agreement to purchase at that price and not some other figure they decide to create when you go to pay. I failed so I'll have to go down the complaint route. Sad but it's the principle of it all. It'll be interesting to see how this pans out.
