BUYER ASK TO CANCEL AFTER CREATING THE SHIPPING LABEL

Hi everyone!

I am a newbie and thing happened that after I created the shipping label, the buyer asked for canceling.

This selling came from promoted listing and have add fee standard deducted from my fund. Is it right that when I canceled for the buyer I have still been charged for the add fee?
I see some fee hidden when I process the cancellation for the buyer.

Please see the picture and help me understand what final value fee and operating fee is.
