Auction winner wishing to cancel.

Hi, the winner and multiple bidder, on my vehicle auction has requested to cancel their purchase, the reason given was purchased in error. This person has placed multiple bids in order to reach the previous bidders maximum. Then, shortly after the auction ends, asks for cancellation. It was an honest listing, inviting viewings and questions, none were sought. Does the bidder get to just walk away from a winning bid? What are my options?

You cannot force a buyer to proceed with a transaction.    If you issue the cancellation you can use Second Chance Offer to offer it to the underbidder.

This will immediately cancel the sale. Neither party can leave feedback; any already left can be removed. The buyer will receive an unpaid item strike for not paying, which will stay on their account for a year. Two strikes mean that most sellers will automatically block them from bidding.

Your final value fee for the sale will be credited back to your account.

you are asking for a deposit to be paid by PayPal - 

that's against eBay policy and could cause you problems.
