Many have had notifications from eBay that there is a product recall, eBay is obliged to send those messages, but if the time has lapsed from the item's last estimated date for delivery, you cannot claim any refund from the seller or eBay.
You can try your payment provider if still in time to claim there, it's a 120 day deadline to open a chargeback. Or, contact the manufacturer of the item, ask them if there is any redress from them for a refund.
