Only 2 things I can think of.
Has your credit card less than 6 month validity? That could be an issue.
Which device or browser are you using, if the app or mobile browser those seem to throw up all sorts of glitches. If using those, switch if you can to a laptop /PC , clear cache and cookies, and try Chrome then try from there.
I'm afraid if all fails, you may need to ask a family member or friend with a c.c on their eBay account to try and buy this for you.
