I made an offer and automatically after it was accepted the payment was made via paypal. I wasn't paying attention to this detail and I asked the seller how he wanted me to pay him and he said cash. I paid cash upon collection. Now I have contacted the seller to return my money from paypal but he is not answering.

Unless it's a vehicle eBay don't allow cash on collection.
