Are there no email messages or eBay messages describing the restriction?
Is it just auctions you cannot bid on, or you cannot buy Buy it Nows also.
Have you had any unpaid item strikes ? Gaining too many of these, may restrict your buying powers.
You can try, and contact eBay Cusomer Services for a clearer expalantion, but they usually do not explain restrictions in any depth.
