A SLIGHTLY incorrectly amended US Ebay listing from the US in the UK

Well, I plan to purchase an LP from a seller who is very nice and he screenshotted to show that his listing is rightly re-amended price tag wise from his end, though the figure isn't correctly updated from me the buyers end for some reason! It slightly altered from 4 dollars to 3 dollars 3.60 making it 2.66 pounds and yet it supposed to have amended to 3 dollars! I can only think the VAT was added to buying price my end, does anyone think this is why that would be?

Yes, buying from another country you pay VAT, 

Ebay collect it on behalf of HMRC, nothing to do with seller.

As in the buying price, as usually VAT is in the database separately, hence the made point of mine!
