If you have opened a case for item not received and the seller has not provided tracking to show that the parcel was delivered, but has not refunded your money, then you must escalate the case.
You can do this after 8 full days from opening the case for an ebay dispute, or seven days from payment for a paypal one.
If you have not opened a case then do that now.
