If I subscribed to the basic shop for £17 ish a month which gives me 200 free listings would I still get the free offers of listing which are about every 2 weeks or so usually the weekend?  Or would I forefit these??

If you open a shop as a 'private' seller you get 100 free listings included in the price and remain eligible for the 100 free listing offers.

If you are buying items to sell you need to register as a business seller,

business sellers with a shop get 200 free listings included in the shop price and are not eligible for the free listing offers.
