eBay GSP service

I have just had  a problem with an item which was deemed ok to send through eBay GSP. Apparently the third party provider (Pitney Bowes) decided in their wisdom not to send item on to buyer. I cannot find out from eBay (live chat for 40 minute!) why it was not sent. NO explanation what will happen to item. Has anyone else had this problem?

Any item that is prohibited on eBay can't be sent using the Global Shipping Programme. Other items are also prohibited from the Global Shipping Programme.
