Well you cannot at present due to circumstances!
You do not need to speak to ebay in any event! If you are the buyer then go to the resolution centre and open a "not as described" case and the seller will - if wise - send you a label through the case. If he does not [and is in UK] then escalate after 8 full days and eBay will take over. They may well simply refund without return. When you return the seller will refund through the case.
If you are the seller then the buyer must open a case.
No case = no refund.
Do not contact the seller [opening the case does that] and certainly take no notice as to any advice from him "cannot refund till you close the case" and other such rubbish
