a dangerous practice of dropping the auction price noticed

I have noticed of a very dangerous practice - for example a buyer wants to avoid competition and win with a low price. What he does, at the last hour from another nick he raises his bid to a very high level, and then top it with his real nick. Just a few moments before the closure he cancels the bids of another nick, and he becomes the leader of  the auction with a very low price.  How the seller should defend is the bid is done and dropped in  last hour?
