I have noticed of a very dangerous practice - for example a buyer wants to avoid competition and win with a low price. What he does, at the last hour from another nick he raises his bid to a very high level, and then top it with his real nick. Just a few moments before the closure he cancels the bids of another nick, and he becomes the leader of the auction with a very low price. How the seller should defend is the bid is done and dropped in last hour?
these are the UK boards and you are in Russian Federation, best log into your designated site - https://ru.ebay.com/
This is not a new practice. It is called bid shielding and it's a pity that you have posted such a good tutorial on how to do it! You might want to think of editing your question to change this.
This bid retraction is reportable to eBay, see: https://www.ebay.co.uk/help/policies/rules-policies-buyers/invalid-bid-retraction-policy?id=4227&st=...
You will see that this asks you to report attempted bid manipulation to eBay. If you have trouble getting through, during the pandemic support is limited to callback or live chat. This will take you direct to these options: https://www.ebay.co.uk/help/contact_us?id=4814&st=10
