TRYING TO RESOLVE A PROBLEM!

I have a non-payer and am trying to open a case.  I am unable to - the system keeps sending me to Sign In and when I enter my password, it just goes round and back on itself!  I have changed my sign in password but this still doesn't help.  I have signed out and back in again using my new password and that works fine, but when I try ot Resolve a Problem - no joy! Does anyone know how this can be solved, please?
