Sold a car - buyer won't answer my calls

Do I have to pay ebay when the buyer has not completed the sale? I appealed to ebay for advice which was - relist the item. Meanwhile ebay bill me for the sale which has not completed.
Is this how it works?

when you have a non payer, you can open a non payment case 48 hours after the sale

you need to complete a non payment case, rather than cancelling, to get your final value fees refunded and give them a non payment strike

you still have to pay the insertion fees though, as these are payable no matter what happens
