Sold a car - buyer won't answer my calls

Do I have to pay ebay when the buyer has not completed the sale? I appealed to ebay for advice which was - relist the item. Meanwhile ebay bill me for the sale which has not completed.
Is this how it works?

as @angelah1847 says I'm afraid.  Suppose you relist and sell the car straight away and then the original buyer [who perhaps had been in hospital!] appears with a wodge of cash!

You have in effect sold the car to two people!

You must go through the non-payer process which takes 6 days and only then relist.   You will get your final fees back too

Not very good advice from ebay cs I'm afraid Smiley Sad

Ebay debit the final selling fee to your ebay account as soon as the listing ends with a winning buyer not when the buyer pays.

If the buyer doesn't pay you have to make ebay aware in order to get a refund of the fee.

You can open an unpaid case 2 days after sale ends (though some sellers leave it a bit longer) and then close it 4 days later if buyer still hasn't paid.

You get a refund of your final selling fee (you'll still have to pay the listing fee as it's non refundable and non payer gets a strike on their account.

Neither of you can leave any feedback.

Then you can relist.

Add their ID to your blocked bidder list:

and set your Buyer Requirements to block bidders with 2+ strikes in last 12 months:

Complete a non payment case here:

You can start one after 2 full days and close 4 days later without payment to get your fees returned.

Put them on your blocked list so they can't come back again

when you have a non payer, you can open a non payment case 48 hours after the sale

you need to complete a non payment case, rather than cancelling, to get your final value fees refunded and give them a non payment strike

you still have to pay the insertion fees though, as these are payable no matter what happens
