Cancelled a sale on 30th Oct as buyer lives in a country I don't ship to, what happens next?  Thank you

If you cancelled correctly you would have got your fee back, then you could relist.

Probably you have done the wrong thing and will not get the fee refunded. You should have done an Unpaid Case - http://pages.ebay.co.uk/help/sell/unpaid-items.html
