Hi an e bay seller has offered me a partial refund yet they have not kept their word,where do I stand?, the item I brought doesn't need to be returned.I'm unsure what to do. ..help please

Ebay doesn't get involved with Partial Refunds. Is between you and the Seller.

You can Return for a Full Refund through the Resolution Centre if you are within 30 days from the estimated delivery date.
