I've returned a purchase and am unable to type in the tracking numbers , page not found is all that comes up, any ideas why??

Hi an e bay seller has offered me a partial refund yet they have not kept their word,where do I stand?, the item I brought doesn't need to be returned.I'm unsure what to do. ..help please
