The only way for a refund to be done in this case, is if the buyer opened a case, and you did not reply in time.
You had 8 days to enter that tracking number, if it had proved delivery, it would have closed in your favour.
Not doing this, the buyer then escalates to eBay on days 9 - 21 , they step in and force the refund.
