Ordered a item which shows as being delivered but I did not receive it. I have co tasted the seller who suggested I open a case but following the instruction when you press on more actions it only give me the option to contact the seller which I already have can someone advise how I can start a claim for eBay to step in

It gives the seller 3 days to refund you, if they do not, escalate on day 4 and eBay step in and fully refund you.
