A seller I bought from, had on his listing express delivery indicating an international delivery within 3 days - ending today. However, he went on and sent the package through ordinary tracked post. Although I contacted him and waiting for an explanation from him, I would like an additional opinion on what can be done in this case? Am I eligible in opening a case?
You can open a case for item not received if you do not receive within the stated time on the seller's listing.
If you have paid for a service you have not received, first contact the seller they may refund you the difference in postage.
Difficult one here , if you can open a case for item not as described, as the item is, but the service wasn't, you could try.
If the item was listed in the Global Shipping Programme then the seller does just the domestic leg of the journey, with domestic post. The rest is down to Pitney Bowes and they take the payment for the international leg and arrange the international post. That seems a likely explanation for what you have seen.
