It's standard that All New, Occasional  sellers payments are given a 21 day security hold, to protect You, the Buyer & eBay.
It ensures you're genuine, gives you time to send, time for delivery, time for the buyer to check the items and if any problems, time for them to be resolved.

You can speed things up to if you send item tracked (add tracking to eBay & Paypal, so funds can be released 3 days after the tracking confirms delivery)
