Only received half of what I ordered

I have paid for 24 water cartridges.  I only received 12.  I contacted seller 7 days ago but still no reply.

If the items were bought as one lot open a "Not as described" case.   If they were bought separately open a "Not received" case for the missing ones.  Both are done via More Actions, far right of item on your My eBay Purchase History page.

Thanks peaseblossom, I went through the resolution center (before seeing your response). The transaction was for one lot of 24, the description says 24. But I went via the 'Not received' option! So my first step is to send a message to the seller via the resolution center, which I've now done explaining that I have only received half the order. I have explained that I want the other 12 or I want a refund of half what I paid. I can't even do a straight refund for all 12 that I received as my son opened a box to put a cartridge into the jug, he thought he was helping!
