If the seller has a valid tracking number which shows it was delivered to your address, they ahve fulfilled their part of the transaction and will not have to refund.
You need to know who accepted thjis item, a household member who forgot to tell you ? A neighbour? Is there a safe place around the house that theb postie may have left it? Have you tried your local sorting / delivery office?
No one is doubting you that you have not got your item and it does happen sometimes for whatever reason.
Check all around the outside of your house as they can be left in the most unlikely places

The seller sent the item if they have tracking and ebay will always go with the seller on those cases.

Did you check the tracking to make sure it was your address.
If you have not recieved your item and it is past the latest estimated day of delivery on the item description then open a not recieved dispute at the bottom of the page under Resolution Centre
You should have an email from ebay saying when you can escalate the dispute too them so escalate it as soon as you can.

If that fails
YOu can try opening a dispute in paypal and escalate it as soon as you can but within 20 days
If the tracking does say Delivered then you lose the dispute
That is the money back guarantee with ebay and paypal that the seller has to prove Delivered which they did
Your problem is with the courier or Royal MAil
Contact them and ask them where your item is
If you do not get anywhere with them then contact Citizens advice
You should have some rights under UK law and they will tell you how to go about complaining.
You may have to do it in writing
