Is it correct to show buyers phone number on address labels?

On the new Seller Hub system the buyers phone number is given as part of the address details. Do buyers know their phone number is visible to anyone in the delivery network?

without the buyers permission it would be breaking the law and if the number was ex-directory then there could be serious consequences.
