How do I make a complaint to eBay about eBay?

Hello - really struggling to get my problem resolved, constantly lied to and I am at a loss as to how I can get to the end of this situation. Please can someone let me know how I make a formal complaint about eBay customer service?

you have to write a letter to head office, ebay don't have a complaints dept.

what problem have you been trying to resolve and what has happened so far?

Thanks for replying. Problems with their new payment system, two payments have not come through to my bank account. I keep getting told they are working on it, tickets are raised but when i check in the next day, no one knows a thing. Just fed lies to get me to stop chatting to them. Been nearly a month now.
