Getting through to eBay on that phone

Why is eBay using the COViD as an excuse to not have any phone contact and have sellers the advantage and why is eBay advising the buyer is responsible for returns

"EBay has instructed for the buyer to pay for all returns now which is a wicked thing to do given the item was free post to recieve"

That is rubbish.  If something is wrong then you must "open a case" in the resolution centre [link below] for "not as described" [not "return"].   Did you do that?

If so then the seller sends you a label [post paid] to return and when you do so refunds through the case.  The label has tracking so that eBay can see what's happening.

You must use the resolution centre; the seller does not have to "agree" to anything.  If you simply sent it back [as it sounds if you paid postage] then you may not even get your money back.
