That is rubbish. If something is wrong then you must "open a case" in the resolution centre [link below] for "not as described" [not "return"]. Did you do that?
If so then the seller sends you a label [post paid] to return and when you do so refunds through the case. The label has tracking so that eBay can see what's happening.
You must use the resolution centre; the seller does not have to "agree" to anything. If you simply sent it back [as it sounds if you paid postage] then you may not even get your money back.
Why do you want to return item?
If you changed your mind and seller accepts returns, you have to pay tracked postage.
