Ebay / GSP are refusing to forward an item to the buyer claiming its a restricted item, but they are also refusing to return it to me. Granted they've offered the buyer a full refund and are not asking me for the money back. But the seller really wants the item how do I contact them and insist that they return the item (my property) to me!

You say “insist that they return the item (my property) to me!” - But it's not your property.
You also say as a response -
“so called eBay experts are no more than paid goons” - usual response [insults] when a poster does not hear what they want to hear, you assume we are paid [wrong] and think we are foolish and silly for trying to help other members.
“T&Cs written to suit them” - of course eBay / Pitney Bowes have T&C that suit them.
“T&Cs which ebay as good as force you to agree to” - Only if you wish to sell via Global and, or via eBay. Sellers can opt out of Global.
