Ebay / GSP are refusing to forward an item to the buyer claiming its a restricted item, but they are also refusing to return it to me. Granted they've offered the buyer a full refund and are not asking me for the money back. But the seller really wants the item how do I contact them and insist that they return the item (my property) to me!

As buyer has been refunded & you still have your money, item belongs to Pitney bowes,

they usually auction it off to recover costs, others have asked for item back, but never known it to happen.

No it does not, that is theft I want the item back. They are a 3rd partie carrier. Its no different to the post office keeping anything they like the look of just as long as the pay the selling price, what if the item is worth a lot lot more than the selling price.
