Perhaps it would be better if you knew how eBay works or perhaps, looking at the feedback you leave, eBay is not for you.
eBay and PayPal provide excellent buyer protection, so why not use it - that's a question the police will ask when you report the 'crimes' committed against you.

Haven't you heard that there are back logs at Royal Mail and long delays. There always are at Christmas, but there is also Covid 19 to take into account this year.
When items do not arrive there is a very simple procedure called the MONEY BACK GUARANTEE, on every listing TOP RIGHT. It is meant to be read!
Once past the arrival date, you have 30 days to go to more actions >Item Not Received to open a case. Seller then has 3 days to refund, if not you escalate to ebay.
If you are out of time then you open the case with paypal and escalate after 2 days and by day 20.
you don't need to talk to anyone and you definitely don't need to go to the police!
when an item doesn't arrive you need to go to the Resolution Centre and open an item not received case
you have 30 days from the estimated delivery date in which to do this
if you have left it longer than this you will have to open a case through paypal instead.
