I can't say that I'm that impressed with Ebay's Feedback system.
Ebay say you earn a reputation on your actions and how well you treat others.
I have always left feedback whether I buy or sell. However over the past year I am surprised at the amount of Ebayers who have bought items yet never leave Feedback, even when they have collected items.
In reality the Feedback profile is flawed. I would suggest that if a buyer doesn't leave feedback Ebay should automatically deduct from the buyer and increase the seller profile. It's no different from saying 'please' and 'thank you'.
Time to have a re-think.

Yes it is a flawed system but not for the reason you suggest
Feedback for buyers should be abolished & replaced with a meaningful rating system which is automated based on speed of payment, bid retractions, cases opened & won
Once you takje away the optional element of feedback for sellers you remove all the meaning it has & encourage buyers to leave negative or neutral comments where they may have left nothing when voluntary
