Feedback for cancelled sales?

If you cancel a sale because the buyer refuses to contact you and pick up / pay for the item, why is it possible for them to give negative feedback?

Because you let them. Cancelling a sale because buyer would not pay!!!!

 Non Payers you open an Unpaid Case, close after 4 days and get the selling fee refunded and NO FEEDBACK can be left.

Ebay customer services said the same, but will re-evaluate the feedback as the seller tried to buy off ebay before they gave me a best offer. Will this get her suspended too?

instead of replying to the feedback and calling them a *bleep*, you should have contacted ebay CS to get the feedback removed

you should also have completed a non payment case rather than cancelling, buyers can't leave negative feedback after a non payment case has been completed against them
