Feedback against a non-payer

Hi

I had a non-paying bidder. I was able to leave feedback up until the case was closed in my favour.

Why am I now no longer able to leave feedback, to help warn others of the buyers dodgy bidding tactics? He currently has 100% feedback rating - I think its wrong as it's not truly reflective of his transactional experience with me.

I think it's well over 10 years since sellers have been able to leave negative feedback for buyers.
